A few new registry improvements to tell you about
Where have documents been filed in the past 14 days?
Now you don't have to guess where recent documents were filed in an assessment's public registry! Just visit the project page for that assessment by clicking on the project name under the search engine. There you will see in bold where documents in the past 14 days have been filed.
More information about the documents on the registry!
If you use the project pages to navigate through the registry you will find the website now shows the originator, public registry number and document date for that entry in addition to the other data we have always provided. The document date is a new field so documents filed prior to the update won't have any data. However future documents will. Future updates
Over the coming month you can expect to see a new look and organization to both our home page and the public registry. Included will be a new search engine for the registry and a few other nifty new features. Stay tuned!

The Executive Advisor provides executive assistance and support to the Executive Director and Review Board
Reporting to the Executive Director, the Executive Advisor provides confidential, executive level support, research, analytical advisory services to the Review Board and Executive Director. This includes recording Board decisions and monitoring implementation of Board directives and Executive Director directions. The Executive Advisor is also responsible for coordinating and taking a lead role in strategic and business planning, implementation and monitoring; providing expert advice and consultative services in the development of policies and procedures; conducting research projects and overseeing special projects taken on by the Review Board; and maintaining effective external relations with key parties and stakeholders.

Environmental Assessment Officer (Term)
The Review Board has an immediate opening for an Environmental Assessment Officer in Yellowknife, Northwest Territories.
As the Environmental Assessment Officer you will be responsible for working closely with Review Board stakeholders in planning, facilitating and completing environmental assessments of proposed developments.
Your duties will include analysing technical information about potential environmental, social and cultural impacts of proposed developments, writing briefing notes and reports about development proposals or issues, and preparing work plans for the conduct and completion of environmental assessments. You will also be responsible for preparing draft policy and position papers regarding the environmental impact assessment process and other matters. You will work with a team of environmental impact assessment staff and consultants, reporting to the Manager of Environmental Impact Assessment.
On a day-to-day basis, you will ensure effective communications with stakeholders and the public associated with the environmental assessments you manage. Finance and Records Clerk
The Mackenzie Valley Review Board has an immediate opening for a Finance and Records Clerk in Yellowknife, Northwest Territories.
Reporting to the Executive Director, as the Finance and Records Clerk you will be responsible for providing records administration and financial support to the Review Board and its staff.
Your duties will include maintaining the public registry for the Review Board's environmental assessment processes and processing financial information. You will also be responsible for maintaining and updating the electronic and manual records management system.
On a day-to-day basis, you will ensure that proper indexing, storage and security of the Review Board's Document Management System and Public Registry Records are followed. The Mackenzie Valley Environmental Impact Review Board (Review Board) is pleased to announce that Sunny Munroe has been appointed to the Review Board as a Federal nominee for a three-year term. The Minister of Aboriginal Affairs and Northern Development Canada confirmed Ms.Munroe's appointment to the Review Board on September 7th, 2012. She has now officially commenced her duties as a new board member.

On January 6, 2011, the Review Board submitted its Report of Environmental Assessment and Reasons for Decision for Alex Debogorski's proposed Diamond Exploration Project to the Honourable John Duncan, Minister of Aboriginal Affairs and Northern Development.
The Review Board has concluded, pursuant to paragraph 128 (1) (a) of the Mackenzie Valley Resource Management Act, that the proposed development as described in this Report of Environmental Assessment, is not likely to have any significant adverse impact on the environment or to be a cause of significant public concern.

RFP: Technical advisory services for EA1011-001 (Thor Lake)
The Review Board is seeking technical advisory services from qualified persons or firms to assist in the environmental assessment of Avalon Rare Metals Inc.s Thor Lake Rare Earth Element Project.
The Request for Proposals is soliciting expertise to provide the Review Board with technical advice in the following key themes to be considered during the environmental assessment:- rare earth element mineralogy, metallurgy and environmental impacts notably radioactive interactions and water quality associated with the extraction and processing of rare earth element ore;
- mine components associated with rare earth element ore processing including surface-stored tailings and related facilities, underground tailings paste backfill, and waste rock piles;
- surface and subsurface hydrology and hydrogeology; and
- interaction of underground tailings paste backfill with groundwater movement through the mine development area.

On December 8, 2011, the Mackenzie Valley Environmental Impact Review Board (Review Board) submitted its Report of Environmental Assessment and Reasons for Decision for Canadian Zinc Corporations proposed Prairie Creek Mine to the Honourable John Duncan, Minister of Aboriginal Affairs and Northern Development.
The Review Board has concluded, pursuant to paragraph 128 (1) (a) of the Mackenzie Valley Resource Management Act, that the proposed development as described in this Report of Environmental Assessment, including the list of commitments made by the developer during the proceedings, is not likely to have any significant adverse impacts on the environment or to be a cause for significant public concern.

Review Board releases Reasons for Decision on Encore Renaissance further consideration
The Review Board is pleased to announce the release of its Reasons for Decision on the further consideration of measures from the 2007 Report of Environmental Assessment of the Encore Renaissance Resources Corp. proposed mineral exploration program in Drybones Bay, NT.
The Review Board has revised measures 1, 3, 4 and 6 and deleted 5 to address concerns and issues raised during the proceedings. The revisions clarify the responsibilities of government for implementing the measures, as well as the intent and desired outcomes of the measures.

Review Board releases External Environmental Assessment Review Report
The Review Board is pleased to announce the release of an external report it commissioned into the environmental assessment process in the Mackenzie Valley. The report was prepared by Stantec Consulting Limited and focuses on opportunities to improve the timeliness of the Review Boards environmental assessment process.
The report was commissioned as the first step in the Review Boards work to address criticism by industry and others that the regulatory system governing land and water resources in the Mackenzie Valley is increasingly complex and lengthy. Stakeholders have raised concerns that environmental assessments have now become onerous for all participants from the perspective of work load and available resources. The Review Board is very aware of those concerns and made timeliness of the environmental assessment process the top priority in its most recent three year strategic plan.
Complimenting existing regulatory improvement initiatives
The Mackenzie Valley Resource Management Act establishes three progressive stages of environmental impact assessment of which environmental assessment is the middle step. On average, typical environmental assessments are becoming longer and more detailed and may have surpassed the original expectations of the comprehensive land claims agreements and the legislation for the middle stage between preliminary screening and environmental impact review.
Aboriginal Affairs and Northern Development Canada announced Northern Regulatory Improvement Action Plan is addressing regulatory improvement from a broader perspective, and includes process clarification and efficiencies that can be gained through legislative amendments. The Review Board is complementing the Northern Regulatory Improvement Action Plan with its own set of internal process improvements. The Mackenzie Valley Resource Management Act allows for considerable flexibility in the process and the Review Board has the latitude and authority to make changes to its processes.
The Mackenzie Valley Review Boards response
The first step the Review Board took was to hire Stantec Consulting Ltd. to provide its perspective on improving timeliness in the environmental assessment process. By hiring Stantec, the issue of process timeliness was examined with new eyes.
The Stantec Report is now completed and is attached and available for downloading here. In its report, Stantec identified several areas with room for improvement. Some are within the Review Boards control, others require collaboration of parties, and some involve legislative change.
The main recommendations focus on improving scoping efficiency, developing a defined process for referrals to environmental impact reviews, developing environmental assessment processes for large versus small projects, improving guidance materials and implementing rules based timelines.
The Review Board is reviewing Stantecs recommendations along with its own internal analysis and will initiate improvements it feels are appropriate and within its authority to change. There will be improvements that can be implemented in the short term while others will require more time. More information on the nature and timing of process improvements will be shared with stakeholders in the coming weeks.January 20th, 2011

Environmental Assessment Officer
The Review Board has an immediate opening for an Environmental Assessment Officer in Yellowknife, Northwest Territories.
Reporting to the Manager, Environmental Impact Assessment, as the Environmental Assessment Officer you will be responsible for working closely with Review Board stakeholders in planning, facilitating and completing environmental assessments of proposed developments.
Your duties will include analysing technical information, writing briefing notes and reports about development proposals or issues, as well as establishing budgets and work plans for the conduct and completion of environmental assessments. You will also be responsible for preparing draft policy and position papers regarding the environmental impact assessment process and other matters. You will work with a team of environmental impact assessment staff and consultants.
On a day-to-day basis, you will ensure effective communications with stakeholders and the public associated with the environmental assessments you manage. Secretary
The Mackenzie Valley Environmental Impact Review Board (Review Board) requires a secretary to assist the Executive Director and to provide assigned and routine secretarial and receptionist services to the Review Board, individual board members and Review Board staff.
The Secretary is responsible for:- providing secretarial and receptionist support services to the Review Board and its staff, including greeting and assisting visitors at the Review Board office;
- preparing correspondence and recording meeting results;
- arranging board member and/or staff travel;
- scheduling Review Board and/or staff teleconferences; and
- preparing board member meeting briefing packages.

Manager, Environmental Impact Assessment
Your main responsibilities will include ensuring the Review Boards environmental impact assessment activities, which includes socio-economic and cultural impact assessments, are consistent with the provisions of the Mackenzie Valley Resource Management Act and with the organizations policies and procedures. You will also ensure the Review Board and Panels are provided with accurate, timely and high quality information. You will be expected to participate in the Review Boards strategic planning process and make recommendations on environmental impact assessment policies and standards.
On a day-to-day basis, you will ensure effective communications with stakeholders and members of the public. You will manage environmental impact assessment staff and handle related administrative functions. To achieve this, you will be working as a manager with five environmental assessment officers, including one senior officer as well as contracted technical advisors as required. Your work will enable the organization to complete timely, quality and fair environmental assessments.

Gahcho Kue EIS Analysis Sessions
The Gahcho Kue Panel will be holding an Environmental Impact Statement analysis session for parties in the impact review. The Gahcho Kue Project is a proposed diamond mine about 280 km northeast of Yellowknife in the Kennady Lake watershed.
At this session, De Beers will present sections of the Environmental Impact Statement (EIS), followed by a facilitated discussion with parties. This session is intended to give all parties the opportunity to discuss the EIS and to identify any information gaps. The EIS analysis session will serve as an efficient face-to-face forum for parties to receive clarification on, and possibly resolve, some issues prior to the upcoming information requests. It will also help parties prepare to draft their information requests.
Panel staff will facilitate this session. For clarity, this is not a hearing. Panel members will not be present. It will be a valuable opportunity for constructive and informative dialogue early in the process.

New environmental assessment
As per section 126 (1) of the Mackenzie Valley Resource Management Act, the Review Board is beginning an environmental assessment of Alex Debogorski's proposed Diamond Exploration Project in the Drybones Bay area.
The Mackenzie Valley Land and Water Board referred this proposed development to the Review Board for an environmental assessment on the basis that there is likelihood that the proposed development might be a cause of public concern. Public hearings: Canadian Zinc Prairie Creek Mine EA
The Review Board has rescheduled its public hearing in Nahanni Butte to June 22nd and in Fort Simpson to June 23rd and 24th, 2011.
The hearings will discuss Canadian Zinc Corporations proposed Prairie Creek Mine located approximately 90 km northwest of Nahanni Butte and 185 km northwest of Fort Simpson in the Dehcho Region. The proposed underground lead/zinc mine will have a production rate of up to 1,200 tonnes per day and a mine life of 14 years.

Cultural Impact Assessment translated glossary of terms available
The Review Board is pleased to announce a new addition to our ever growing Glossary of Terms Cultural Impact Assessment terminology! The new terms address terminology that is commonly used in cultural impact assessment, in particular the concepts of culture, theory and techniques. These terms are a result of the Review Boards continual efforts to provide resources to all parties to assist in the conduct of quality environmental impact assessments in the Mackenzie Valley. Masi Cho to all of the translators who made translating these complicated terms possible. These terminology workshops were developed in Chipewyan, South Slavey, North Slavey, Gwichin, Tlicho, and the Weledeh dialect. 2010 Glossary of Terms - Rare Earth Terminology
The Review Board is pleased to release the latest edition of its Glossary of Terms. A product of the Review Boards sixth interpreter- translator workshop series, this new glossary focuses on terminology for the rare earth elements and minerals industry. The Yellowknives Dene, with the support of the Canadian Northern Economic Development Agency (CanNor) generously sponsored the workshop. The workshops were held for the Chipewyan, South Slavey, Tlicho and Weledeh languages. You can download a copy of the glossary here.

RFP: Expert advisors for the Prairie Creek Mine EA
The Mackenzie Valley Review Board is soliciting proposals from qualified persons or firms to assist in the environmental assessment of Canadian Zinc Corporations Prairie Creek Mine.
The Review Board is seeking expertise to provide technical advice in the following key themes to be considered during the environmental assessment:- Provide a technical evaluation of the proposed underground tailings paste backfill, surface-stored tailings and waste rock pile mine components.
- Provide a technical evaluation of the interaction of underground tailings paste backfill with groundwater movement through the mine development area.
Proposals, which include a detailed description of services offered, qualifications of personnel providing the services and associated daily rates, should be forwarded to the Review Board office by 5:00 p.m. (MST), September 25, 2009.

Upgrades to subscription service
The Mackenzie Valley Review Board has made a few changes to its public registry's online subscription service. **Fewer email notifications** To cut down on the amount of email the system is sending you, you will no longer receive instant notifications when the Review Board uploads new documents. Instead you will receive one email at the end of the day listing the documents uploaded that day for each active assessment you subscribed to. You can always visit the website throughout the day to view documents uploaded, or you can subscribe to our RSS Feeds if you wish to receive instant notifications. **New subscription types** To create more transparency in our process, we are asking subscribers to update their accounts and identify whether they are an observer or designated contact for the assessments they have subscribed to. The default has been set to "observer" If you subscribe as a designated contact, it means you are the recognized contact responsible for your organization's participation in the assessment. Being a designated contact does not register you as a party. The Review Board will post the official distribution list and the names of the individuals and organizations listed as designated contacts on the public registry from time to time. Cultural Impact Assessment Guidelines status report
The Review Board has released a status report and information circular about the Cultural Impact Assessment Guidelines development process. The document is intended: - to show interested parties how the Review Board is developing Cultural Impact Assessment Guidelines for the environmental impact assessment process in the Mackenzie Valley and to encourage public participation in the guidelines development process; - to provide answers to some frequently asked questions about cultural impact assessment; and - to identify some cultural impact considerations related to resource development activities in the Mackenzie Valley identified so far in our engagement with communities. Nico Project - Issues scoping sessions in Wekweeti
The Review Board is completing the scoping phase of the environmental assessment of Fortune Mineral Ltd.s proposed Nico Project,a cobalt-gold-bismuth mine. This scoping phase is an opportunity for the public to voice any concerns they may have about a particular development.
On November 2nd and 3rd 2009, the Mackenzie Valley Review Board will be hosting a public meeting in Wekweeti, called an issues scoping session for the environmental assessment.

Ministers adopt Review Board recommendation for EA0506-007
The Minister of Indian Affairs and Northern Development, and on behalf of the responsible ministers, has formally adopted the Review Board's recommendation to approve Paramount Resources Ltd.s Significant Discovery Licence 8 2D Geophysical Program (EA0506-007), as modified by the developers commitments, and subject to the Review Board's recommended mitigation measures.

Environmental Assessment Officer
The Environmental Assessment Officer(EAO) will be responsible for working closely with Review Board stakeholders in planning, facilitating and completing environmental assessments of proposed developments. The incumbents duties include writing briefing notes and reports about a development proposal or an issue, establishing budgets and work plans for the conduct and completion of environmental assessments, and preparing draft policy and position papers regarding the environmental impact assessment (EIA) process and other matters. Request for Proposals: Expert advsiors for the Giant Mine EA
During the environmental assessment of INAC Contaminants and Remediation Directorate's Giant Mine Remediation Project, the Review Board will require specialized expertise in disciplines such as hydrology, hydrogeology, risk assessment and geotechnical engineering.
The Review Board is requesting proposals from qualified persons or firms for the provisions of the services outlined in the attached Request for Proposals.
The proposals must include a detailed description of services offered, qualifications of personnel providing the services and associated daily rates.

The Review Board is soliciting proposals from qualified persons or firms to assist in the environmental assessment of DezEnergy Corporations Taltson Hydroelectric Expansion Project. The Request for Proposals is attached to this news item.
The purpose of this Request for Proposals is to establish a team of experts who will provide the Review Board with technical advice in the following key themes to be considered during the environmental assessment:- Potential impacts to local and regional hydrology and water quality;

The Review Board is hiring a summer term Environmental Assessment Assistant to provide support and assistance in coordinating the Review Boards environmental assessment processes. This full-time term position will be located in Yellowknife, Northwest Territories during the 2008 summer months with an immediate start date.
The Review Board is looking for interested students who are pursuing a college or university degree in environmental sciences, environmental engineering, natural resource management, social/economic studies or a related degree. If you have experience in the natural resources or environmental assessment field that is an asset. Preference will be given to qualified residents of the Northwest Territories.

Register Now! 2008 EIA Practitioners' Workshop
The Review Board is happy to announce it will be hosting its 5th Annual Environmental Impact Assessment (EIA) Practitioners' Workshop on Tuesday, February 26th, and Wednesday, February 27th, 2008.
This year's workshop will "Close the Loop" by improving the integration of the environmental impact assessment process into the overall resource management system. Key note speakers, plenary sessions, and working groups will explore how environmental impact assessment can inform monitoring, enforcement, and follow up, and how these processes themselves can shape an environmental impact assessment.
Discussions will centre on the environmental impact assessment process' place in the integrated resource management system.

New environmental assessment: Tyhee's Yellowknife Gold Project (2008)
Environment Canada has referred Tyhee NWT Corp's Yellowknife Gold Project for an environmental assessment. Environment Canada is of the opinion that the proposed development might have significant adverse impacts on the environment.
Tyhee proposes a gold mine and milling operation approximately 90 km north of Yellowknife near the Discovery Mine site in the Akaitcho Region. Tyhee proposes an open pit mine for the initial stage, followed by underground operations later.

New Environmental Assessment : Prairie Creek Mine
Indian and Northern Affairs has referred Canadian Zinc Corporations proposed Prairie Creek lead-zinc mine and supporting transfer facility developments for an environmental assessment. INAC referred this proposed development on its own and on behalf of the Nahanni Butte Dene Band, on the basis there might be significant adverse impacts on the environment.
Canadian Zinc is proposing an underground lead-zinc mine and milling operations in the Dehcho region, 90 kilometres northwest of Nahanni Butte.

Giant Mine Remediation scoping session/workshop
The Review Board is holding a public scoping session/workshop in Yellowknife for INAC-Contaminants & Remediation Directorates proposed remediation plan for Giant Mine. The remediation plan is for the clean up of the Giant Mine site, including the future disposition of 237,000 tonnes of arsenic currently stored underground in the mine.
The Review Board would like to hear what issues interested parties and the public feel the board needs to focus on during the environmental assessment of the remediation project. This workshop will also help participants to prepare for the scoping hearing in July, 2008.

INAC is proposing this reclamation project for the Giant Mine site, located 5km north of Yellowknife. The development includes the containment of 237,000 tonnes of arsenic trioxide dust currently stored underground.

Updated Glossary of Terms now available
Since 2002, the Review Board has held five terminology workshops for the Mackenzie Valley aboriginal languages of Chipewyan, Gwichin, North Slavey, South Slavey and Tlicho. As an outcome of these workshops, the Review Board has produced a Glossary of Terms for each language.
The glossaries provide translations of terminology for the biophysical environment, the oil and gas industry, the mining industry, the human environment and the resource management system.
In this new edition of the Glossary of Terms, the layout has been changed to have one language per publication. In addition, many of the English definitions were simplified to make them easier to understand.

Environmental Assessment Officer

The Mackenzie Valley Environmental Impact Review Board is hosting a joint public hearing for the environmental assessments of the following proposed developments:
Consolidated Gold Win Venture Inc.s proposed mineral exploration program in the North Slave region, southeast of Yellowknife (EA0506-005)
Sidon International Resources Corp.s proposed mineral exploration program in the North Slave region, southeast of Yellowknife (EA0506-006)
The Review Board is combining the public hearings of the two proposed developments into a joint public hearing in response to concerns expressed at a March 14, 2007 pre-hearing conference with the parties to these EAs.

Community Liaison Officer
The Community Liaison Officer will liaise with communities and other stakeholders on environmental assessments and procedures. The incumbent will assist communities by facilitating capacity building initiatives and improving understanding regarding the effective incorporation of traditional knowledge in the environmental impact assessment process. Duties will include informing and educating Mackenzie Valley communities about Review Board procedures and environmental assessment.

The Mackenzie Valley Environmental Impact Review Board supports the professional development of N.W.T. residents who are planning a career in the environmental sector.
The Review Board is offering a 16-week, full-time summer internship in Yellowknife to a post-secondary studentor a recent graduate of a recognized post-secondary programwith an academic and professional interest in any of the following:- Environmental science
- Natural resource management
- Community development

Manager, Planning and Communication
The Mackenzie Valley Environmental Impact Review Board is looking for a Manager, Planning and Communications who will be responsible for the direction, coordination and professional oversight of the Review Board's strategic and business planning process, policy development and the provision of corporate communication products and services for the Board. The Manager is also responsible for providing confidential secretary services to the Board during meetings and/or proceedings.
Salary will be commensurate with relevant knowledge, skills and experience. The successful applicant will be required to sign-on to the Board's existing benefits plan.
The Mackenzie Valley Environmental Impact Review Board is responsible for conducting environmental assessments and environmental impact reviews in the Mackenzie Valley under the Mackenzie Valley Resource Management Act.

Reasons for Decision & Report of Environmental Assessment for SDL8
The MVEIRB has released the Reasons for Decision and Report of Environmental Assessment for Paramount Resources' proposed Significant Discovery License 8 Seismic Program. The Review Board has determined that, with the appropriate mitigation measures developed by the Review Board, the proposed project is not like to be cause of significant adverse environmental impacts or public concern. MVEIRB has recommended to the Minister of Indian and Northern Development that the project proceed to the regulatory phase.September 28th, 2006

Environment Canada referred a proposed underground mining operation at the former Pine Point mine site to the Review Board.The operation, proposed by Tamerlane Ventures Ltd., is planned to be a 1,000,000 tonne bulk lead/zinc sample.

The Minister of INAC has accepted the Review Board's rejection of the proposed development by New Shoshoni Ventures Ltd. in Drybones Bay, NWT.

The Mackenzie Valley Environmental Impact Review Board would like to advise interested parties that the April 4th, 2006 Lutsel Ke community scoping hearing for the Environmental Assessment of DeBeers' Gahcho Kue Diamond Mine has been CANCELLED. An alternate date has not been set at this time.
The community hearings scheduled for Dettah and Behchoko are still planned as scheduled.

Hearing for Gahcho Kue Judicial Review
DeBeers Canada Mining Ltd. filed an application on July 28, 2006 for a judicial review of MVEIRB's decision to send the Gahcho Kue Diamond Mine project to an Environmental Impact Review. Cooperation Agreement signed between YESAB and MVEIRB
The Yukon Environmental and Socio-economic Assessment Board and the Mackenzie Valley Environmental Impact Review Board signed a Cooperation Agreement June 8, 2006 in Whitehorse. The Cooperation Agreement ensures both boards will assess transboundary developments in a timely and efficient manner.

Translator Workshop and Glossary
During the week of January 31st - Feb 2nd, the Mackenzie Valley Environmental Impact Review Board partnered with the Protected Areas Secretariat to host another translator workshop for Protected Areas key terminology and scientific terminology. The glossary additions coming from this workshop will be made available later in March. The current glossary is posted in the "Reference Library" - Other Resources.
